New Delhi: 1st August 2014, the Passing Out Parade of 12th batch of DANIPS (Prob.)/PONDIPS was held at Police Training College, Jharoda Kalan. There were 13 DANIPS (Probationer) officers & 1 PONDIPS (Probationer) officer including 4 women officers who had joined their training on 1st of July 2013. They took the oath in a colorful ceremonial parade after successfully completing their basic training. Sh. Bhim Sain Bassi, Commissioner of Police, Delhi took the salute of the marching contingents. The parade was attended by other senior officers as well as retired Police officers of Delhi Police. For the first time school children were invited to witness the Passing Out Parade as an outreach exercise to attract younger generation for joining hands with police forces in combating crime in the Metropolitan city of Delhi.

On the occasion, C.P. Delhi also inaugurated Cyber Lab which has been set up at P.T.C. to impart state of the art training to officers of Delhi Police who generally investigate cyber crime.  While inaugurating the Cyber Lab which has been set up by pooling training resources from E.O.W. Cell, Special Cell of Delhi Police as well as other private and public organizations, C.P. Delhi emphasized on the need of imparting training to the officers of Delhi Police in view of the ever increasing network intrusion related crimes and their adverse impact on society. Cyber crime is a jurisdictionless, borderless crime, and therefore difficult to track down without related expertise. Thus there is a need for periodical training programmes for Delhi Police officers in the areas of Cyber Crime Investigation, Computer Forensics and mobile phone security issues.

TRAINING OF ACsP(DANIPS)

The objective of the entire training programme of the DANIPS officers was to inculcate knowledge and professional skills, developing their total personality to enable them to shoulder greater responsibilities of a Police officer of metropolitan city like Delhi. The focus was to improve their technical and professional skills by imparting them knowledge in the fields of Criminal Laws, Police practical work, Modern methods of investigation etc.

Special emphasizes was given on investigation. Each probationer prepared 10 case files in practical investigation classes. “E” Training Modules were utilized to give comprehensive knowledge of investigation of Murder, Rape, Burglary, Rape, Hurt & Accident cases. Case studies & simulated crime scenes were used for better appreciation of investigation. Officers who had investigated the Sensational Cases like Nirbhaya Rape-cum-murder case, Parliament House attack case etc. delivered lectures covering all practical aspects of investigation & these cases are also included in the Work Shop for case study. The IOs who investigated these cases and/or the senior officers who supervised such cases were called for the workshop on Case Study of such cases.

In this endeavour to impart them practical knowledge of different aspects of policing & investigation, they were exposed to live Post Mortem examination at AIIMS, live working of different courts including Special Courts for the Rape victims & Children, Special POCSO Courts, e-courts at Karkardooma & Tis Hazari Courts, working in the CFSL, FSL,  NCRB,  working of the CCTNS System, Command Room & PCR & different units of the Delhi Police such as Licensing Branch, Special Cell, Special Branch etc. They also visited Central Jail, Parliament House.

During the training, they visited Mumbai, Bengaluru, Chennai, Hyderabad & Pudducherry to learn Commissionrate system as well as different aspects of policing in the county.

Several workshops such as workshop on POCSO Act, CCTNS, Sexual offences & Safety of women were held during their training in which Senior officers, Retired Police Officers, eminent lawyers & experts in the field on investigation, forensic science, gender sensitization & other fields were invited to deliver lecture to this batch. The eminent personalities & experts in the field of North east matters, proactive & innovative policing, police reforms, stress management, media management also delivered lectures to them.

They were exposed to security arrangements during Lok Sabha Election & Delhi Vidhan Sabha Election, IITF(India International Trade fair), Raising Day Parade, Independence Day & Republic Day celebrations.

In the outdoor training, the emphasise was to raise their level of physical toughness & stamina. They have been imparted training in the weapon handling & firing, UAC(Un-armed Combat), Field Craft & Tactics, Crowd control etc. They were also imparted One month Commando training at PTC.

They have been groomed in a way to serve the society in more humane manner.

Along with the ACsP(DANIPS), 48 Head Constables (Ministerial) & 642 Constables (Driver) who were provided basic training at Police Training College/School, Jharoda Kalan have also passed out and will be inducted into this force. The training was of the highest order and included best practices, modern methodology and various other important aspects of police functioning like gender sensitization etc..

POINTS IN BRIEF ABOUT THE PASSING OUT BATCH:

DANIPS/PONDIPS

“Unity in diversity” is also manifested in this batch as the trainees were from various States including 4 from Bihar, 3 from UP, 3 from Rajasthan, 3 from Delhi & 1 from Haryana.

Educational profile is quite impressive as it has 1 LLM, 3 M.Sc., 2 MA, 1 LLB, 2 B.Tech., 1 B.Ed. and 4 BA.  

HEAD CONSTABLE(Ministerial)

48 Head Constables(Ministerial) including 5 women have passed out today. The State-wise distribution is 26 from Delhi, 10 from Haryana, 7 from Uttar Pradesh, 3 from Rajasthan & 2 from Uttrakhand.

Educational profile: 1 M.Sc., 04 MA, 2 MBA, 1 MCA, 1 B.Tech., 7 B.Sc., 5 B.Com., 19 BA, 1 BCA & 7 are (10+2).

CONSTABLE(Driver)

642 Constables(Driver). The State-wise distribution is 224 from Rajasthan, 201 from Haryana, 122 from Delhi, 82 from Uttar Pradesh, 4 from Himachal Pradesh, 3 from Punjab, 2 from Maharashtra, 2 from Uttrakhand & 1 each from Bihar & Jharkhand.

Educational profile: 18 Post Graduate, 239 Graduate 286 (10+2) & 99 Marticulate.

For HCs(Ministerial) special emphasis was laid on:- Service rules, Office procedures, FR/SR, GF/GFR, Gender Sensitization, Communication skills, First Aid, Yoga & Stress Management. One month commando training was imparted to all the Head Constables & also exposed to Law & Order duties in Delhi. They were also sensitized on gender & human rights issues.

For Constables(Driver) special emphasis was laid on:- Simulated Training on Driving, Defensive driving, Practical Driving Training in the Metro Politian City & also they were apprised of the vital installations, Building/Offices of the city. They have also been groomed in a way to serve the society in more humane manner.

On this occasion, Commissioner of Police, Delhi gave away the trophies to the toppers.
