New Delhi 20th June, 2014:- Smt. Meenakshi Lekhi, Member of Parliament, New Delhi Constituency was administered Oath as a Member of New Delhi Municipal Council by Shri Jalaj Shrivastava, Chairman, NDMC in the Council Hall, Palika Kendra this morning.


Addressing the officers after the oath-taking ceremony, Smt.Lekhi lauded the efforts of New Delhi Municipal Council to keep the city clean and to serve as a benchmark to other municipal areas in the country.  she prescribed a target of 45 days for implementation of all short‑term civic agenda and to target the long-term vision and Action Plan for NDMC area.  She announced that:


a.   To further excel in its avowed objectives, NDMC should identify its vacant land and construct flats for EWS and Jhuggi dwellers of the area, so that NDMC area can ultimately be made Jhuggi‑cluster free.


b.   A cash bonus of Rs.5000/- to all regular employees of Group 'C' & 'D' category and Rs.2500/- to RMR, TMR & all Contractual employees in this year of Centenary Celebration of NDMC.


c.    NDMC should frame its own rules under Street Vendors (Protection of Livelihood & Reputation of Street Vending) Act 2014 to protect the right of Street vendors. These rules will be in consonance with Hon'ble Supreme Court orders.


She proposed to plan and settle hawking zones keeping law & order, traffic norms master plan norms & aesthetics.


She proposed to device a method/rules for transparent ways of determining the right of vendor releasing that thousand, of livelihoods are dependent on this.


d.   NDMC being a Discom, gives a relief of low rate on electricity and water tariffs upto certain limits to all employees living in staff quarters in NDMC area. These employees pay a nominal electrical charges of RE 0.13 per unit upto 200 units similarly they pay a nominal fixed rent on water charges upto certain limits. She proposed to extend the same relief all employees living outside NDMC area.  She said that on the one hand we are unable to provide hlousing to all our employees within NDMC area, and on the other we are not giving them at least this subsidy.


Council approved the policy for change of trade to the extent that Palika Bazar be declared as Restriction Free Trade Zone & Change of Trade be allowed in this market.


e.    She strongly supported the Agenda of NDMC to bring the Doctors appointed on contract basis at parity with regular doctors on the same lines as has been adopted in gnctd.  Smt.lekhi further advocated that all Technical and Specialists contract employees to be similarly accorded with such benefits in a time‑bound manner.
