However, backroom parleys between the BJP and the Congress in coordination with Rajya Sabha Chairman Hamid Ansari's office resolved the dispute. While the Chairman did not withdraw the names, it was agreed that the practice of naming ' which has started over the past three days ' will be discontinued till a final call is taken at the next all-party meet.
The Bulletin on Thursday recounted the proceedings of Wednesday under the sub-head "Violation of rule by some members" and said: "Today (7.8.2013), the chair adjourned the House due to gross disorderly conduct in violation of rules and etiquettes of Rajya Sabha by the following members who entered the 'Well' of the House and persistently and wilfully obstructed the proceedings."
Irked, Naidu raised the issue saying naming of members has never taken place, even when members from the ruling parties tore the Women's Reservation Bill. "Why this discrimination? What is the rule? Naming of members of one party and showing discrimination (against others) is not acceptable. We denounce it," he said, adding the Bulletin had not named members of the ruling party who too had disrupted the proceedings over creation of Telangana.
BJP MPs staged a walk out, following which entire Opposition came out in support of the 22 members. Ansari said that if there was a mistake in the Bulletin, it should be pointed out. Though the government managed to introduce two bills during Zero Hour, members from other Opposition parties did not allow further business saying it was not right for the House to run in absence of the main Opposition party.
The BJP and the Congress held a discussion in Chairman Hamid Ansari's office where it was decided that the names will not be withdrawn but the practice will be discontinued till an all-party meeting is held next week, however, the BJP must let the House function.
When the House met at 2 pm after three adjournments, not a single BJP member was present. Kamal Nath requested P J Kurien, who was in the Chair, to "consider the matter" so that the Opposition relents and comes back. Kurien responded positively saying," The matter will be reconsidered", and asked the Opposition to come back to the House.
