Minister of State (MoS) for Home R P N Singh told Lok Sabha that in most cases, deaths occurred due to "laxity and non-adherence to standard operating procedures by security forces". He said there were 82 terrorist attacks in J&K this year in which 35 security men were killed. In March, five jawans were killed when two suicide bombers disguised as cricketers stormed a CRPF camp in Bemina, Srinagar.

According to MHA data, 268 Pakistani militants infiltrated India in the past three years. While data for the current year is unavailable, MHA said during 2010-12 there were thousand such attempts.

Officials said additional manpower was being deployed and special surveillance equipment, vehicles and other infrastructure set up at 161 border outposts (BOPs) on the Indo-Pak border that were vulnerable to infiltration.

A senior BSF officer said there was renewed threat perception in border areas after the killing of five Army jawans in Poonch three days ago.

"Our men are checking every inch of land in the border area for broken fences or dysfunctional floodlights. Since Independence Day is round the corner, a high alert was already there," he said.

BSF said they were working in close coordination with the Army and sharing inputs regarding movement from across the border.
