NDMC budget in its centenary year to attempt a vision

New Delhi : Shri Jalaj Shrivastava, Chairperson, New Delhi Municipal Council presented the Budget for 2014-15 today before the Council at Palika Kendra, New Delhi. Briefing the press after presentation of NDMC Budget Shri Shrivastava said that it is a matter of great personal pride for me to present the annual budget of this prestigious Council in its Centenary year.  The completion of one hundred years is a major milestone in the history of any organization. The commemoration of the Centenary of NDMC is obviously a time for us to celebrate, but I hope it will also be a time to celebrate our history.

On this occasion a Special Postal Cover brought out by Department of Post-Govt. of India during the NDMC’s Centenary year was also released. Shri Rajender Kashyap, Post Master General-Delhi Circle presented the postal cover to Shri Jajaj Shrivastava, Chairperson, NDMC.Speaking on the occasion Shri Kashyap lauded NDMC for the work carried out by it in the development of New Delhi area. Shri Jalaj Shrivastava said that “our further resolve to provide best practices, state of the Art and globaly competetive technology in the service of our inhabitants, as also our duty to attempt a vision for the next century's picture of NDMC area“. 

Shri Shrivastava said that the revised estimates for revenue receipts in 2013-14 are projected at ` 2490.64 crore against`2356.91 crore provided in BE 2013-14.  The revised estimates for revenue expenditure in 2013-14 are projected at `2489.46crore as against `2021.57 crore provided in BE 2013-14. In the BE of 2014-15 the revenue receipts are estimated at `2557.41 crore and revenue expenditure at `2555.93 crore. The capital expenditure, is projected at `293.46 crore in RE 2013-14 and`441.33 crore in BE 2014-15.

The Chairman highlighted the achievements of NDMC during the year 2013-14 and projection for the year 2014-15 in various areas of NDMC’s. NDMC attempt is to move towards longer-duration and repair-free technology for roads especially in residential areas so as to minimise citizens' discomfort. The cement concrete road, resurfacing of road through micro-surfacing treatment, resurfacing of colony roads by bitumens concrete and improvement to walk-ways various colonies and reducing the number of non-functional fountains to avoid water wastage will also be carried out during the next financial year. 

Four 33 KV sub-stations will be completed in the next year. The construction work of eleven nos. of 11 KV sub-stations has been completed and four other 11 KV sub-station will be completed in the next financial year. The work of installation of CCTV cameras in NDMC’s commercial, office complexes, electric sub-station buildings has been already awarded and will be completed in next financial year. NDMC have signed an MoU with Solar Energy Corporation of India for executing roof top solar energy generation modules on our major buildings.  NDMC plans a mass movement for energy saving and self sustainable power production.

The Detailed Project Report (DPR) for `153 crore in respect of the project of “Uninterrupted Water Supply in NDMC area” has already been approved by the Council.  The Project was submitted to MoUD for funding under JNNURM and the scheme has been approved in principle and the final approval is expected soon. Procurement of 10 Water Tankers & 10 Water Trolleys made of stainless steel shall be taken up during this financial year.

Shri Srivastava said about the redevelopment project of Connaught Place, the façade restoration of 12 blocks, five existing subways and two new subways with 22 escalators have been completed in Connaught Place. The Service Corridor (Utility Duct Tunnel) for various services has been completed. The Control Room for the Service Corridors will commence shortly. The mechanized housekeeping in Connaught Place will be carried out in the coming years under DBOT basis.All facilities are here user-friendly for the disabled and display of the block names in Braille language is another salient feature. Area such as Scindia House, Middle Circle and Radial Roads will be more exhaustively planned for revival.

As per the advise of IIT-Delhi the storm water drainage system will be improved and providing 126 Nos. water harvesting pits in NDMC area will be taken up in the next year. The Pilot Project for construction of Tertiary Treatment Plant at Talkatora Garden has been started and shall be completed in the next financial year.

Topiary Garden in Talkatora Garden, a Green House in Nursery at Circular Road, Garden Huts in Laxmibai Nagar and Sarojini Nagar Parks, a Fragrance Park in Laxmibai Nagar, a Cactus House in Lodhi Garden Nursery and 10 Nos. of Acupressure Paths in different parks shall be created in next financial year.

NDMC plans to procure new insecticides for vector control programme in its area and establishing an Entomology Lab in which the vectors transmitting diseases shall be identified for timely prevention of diseases. Micro filming/ digitization of old Birth & Death records available with NDMC alongwith translation of Urdu/ Parsi Birth & Death records into English language is under process.

NDMC plan to opening four new Dental Clinics at Gole Market, Aanchal School, Sarojini Nagar and Lodhi Colony during the next financial year. NDMC is in the process of development of a medical Information System for all its medical establishments/ institutions.

NDMC propose to set up a state of the art “Training Institute for Primary Teachers” at Netaji Nagar and Residential Facility for 50 girl students upto the age of 18 years. To enhance the sports facilities, setting up of 6 Lawn Tennis Courts, 2 Indoor Courts for Badminton and Athletics; 6 Basketball courts and a Gym with coaches & support staff in all Sr. Sec. Schools will be taken up in the next financial year.

An NDMC Call Centre for handling customer queries, complaints & feedback in Hindi and English is now available 24X7 which not only provides acknowledgements but also respective response through net/ SMS and outbound calls. Online Building Plan Approval System, Online booking of Barat Ghars and GIS Mapping of all visible assets is now available on NDMC portal. NDMC plan to computerization of receipt & disposal process of RTI applications in the next financial year.  

NDMC plan for decongesting major shopping destinations in its area by making underground Car-corridors & link them to newly identified sites in & around markets at Khan Market, Gole Market and INA/ Dilli Haat area. NDMC plan to carry out renovation and improvement work in different major Markets and major buildings during the next financial year. NDMC plan establishing Wireless Addressable Fire Alarm Detection and Communication System with TCP/ IP based Centralized Monitoring Station (CMS) in 20 municipal buildings, in first phase during the next financial year.

NDMC have also made arrangements for payment of interest on security deposit for electricity connections to the consumers w.e.f. Financial Year 2014-15, which henceforth will be credited in their first bill in April every year. Payment of wages/ remuneration to daily-wage workers and staff deployed on contract is now being paid directly into their bank accounts through ECS.

NDMC’s project/ scheme for construction of 136 type-II flats at Sector-VII, Saket shall be taken up in the next financial year after approval of the concerned local authorities. The construction of 60 bedded Old Age Home at Kali Bari Marg and construction of 240 dwelling units for economically weaker sections (EWS) at Bakkarwala has commenced after award of work in the current financial year and will be completed in the next eighteen months. The new water tariff for dhobi ghats is 2.5 times of maximum domestic rate as prevailing from time to time.

Shri Shrivastava, Chairman, NDMC while concluding thanked the members of the Council for their constructive support, suggestions, guidance & support received from the Hon’ble Lt. Governor, Delhi Hon’ble Chief Minister, Delhi, the Ministry of Home Affairs and Ministry of Urban Development, Govt. of India. The Chairperson also wished the best to all stakeholders.
